Development Permits

As per Land Use Bylaw 1268/22 (which can be found on the Bylaws & Policies Page), the definition of development includes:

  • an excavation or stockpile and the creation of either of them;
  • a building or an addition to or replacement or repair of a building and the construction or placing of any of them on, in, over, or under land;
  • a change of use of land or building or an act done in relation to land or building that results in or is likely to result in a change in the use of the land or building, or;
  • a change in the intensity of use of land or a building or an act done in relation to a land or building that results in or is likely to result in a change in the intensity of use of the land or building.

A Development Permit is needed in the above circumstances as well as:

  • new and moved-in structures;
  • accessory buildings that are larger than 108 square feet and/or taller than 8.2’;
  • if the building use changes;
  • change in occupancy for a commercial/industrial/institutional development;
  • decks higher than 2’ above grade;
  • home-based business (plus a Business License);
  • signs;
  • commercial, industrial, institutional, residential and multi-family developments prior to being issued a Building Permit.

Section 2.9 of Land Use Bylaw 1268/22 further outlines development that does not require a Development Permit.
